Hajj Yunus Kakande Urges RDCs, DISOs to be Result-Oriented

ARUA CITY – The Permanent Secretary in the Office of the President, Hajj Yunus Kakande, has urged Resident District Commissioners (RDCs) and District Internal Security Officers (DISOs) in the West Nile sub-region to adopt a results-oriented approach in their operations.

Hajj Kakande assured the RDCs and DISOs that President Yoweri Museveni expects tangible outcomes from their leadership and oversight in West Nile.

“I call upon you to focus squarely on results. His Excellency the President expects tangible outcomes from your leadership and oversight. These include reducing corruption, ensuring timely completion of government projects, maintaining peaceful and secure communities, and empowering citizens to actively participate in government programs,” Hajj Kakande stated in a speech read on his behalf by Lt. Col (Rtd) Kibrai Ambako, the Presidential Advisor on Mobilization.

The remarks were delivered during the closing of a three-day capacity-building workshop for RDCs, DRDCs, ARDCs, RISOs, and DISOs from the West Nile sub-region at Hotel Le Confidential in Arua district on Friday, February 27, 2026.

The training, which focused on Monitoring and Evaluation of Government Programmes and Projects, forms part of a series of regional outreaches aimed at continuously building the capacity of RDCs, DRDCs, DISOs, and Assistant RDCs to enhance service delivery.

In his address, Hajj Kakande emphasized that performance should be judged by real, visible impact rather than the volume of meetings or reports.

“Our performance must be measured not by the number of meetings held or reports submitted, but by the real, visible impact we deliver to the wananchi. Let every action you take, every inspection you conduct, and every decision you make contribute to measurable improvements in service delivery and the well-being of our people,” he said.

He added: “I believe this workshop has sharpened your focus, renewed your commitment, and deepened your understanding of your responsibilities. West Nile has enormous potential. With peace secured and government programs in place, your leadership will determine how quickly that potential is realized.”

Hajj Kakande cautioned the officers against making speculative or unverified public statements, warning that such actions could lead to serious consequences. He urged them to use official channels for sensitive matters and to safeguard confidential security information.

“In today’s environment, information travels faster than ever, and words carry weight. As senior government representatives, you must exercise caution and discretion in all public communication. Avoid speculative, inflammatory, or unverified statements, and always use official channels when addressing sensitive matters. Protect confidential security information and ensure that classified or operational details do not fall into the wrong hands,” he advised.

The Minister for the Presidency, Milly Babirye Babalanda, commended the security officials for their role during the recent elections.

“Your vigilance, coordination, and leadership ensured peace, order, and lawful conduct throughout the electoral period, contributing to the victory of His Excellency President Museveni and the continued leadership of the National Resistance Movement,” she said.

“Thanks to your outstanding mobilization skills, the NRM party secured numerous positions from parliamentary to local council levels. This is no mean achievement, and your hard work is greatly appreciated.”

With elections now over, Babalanda stressed the need to refocus on core constitutional duties.

“Politics must give way to performance. Our task is to consolidate the gains of the NRM government and translate Manifesto commitments into tangible improvements in the lives of our people,” she said.

She reminded participants that, as the President’s representatives, RDCs and DISOs serve as the eyes and ears of the Presidency.

“Your role is pivotal in ensuring that government programmes reach the intended beneficiaries and that public resources are safeguarded. Monitoring service delivery is not optional; it is a constitutional obligation that underpins transparency, efficiency, and tangible results for the wananchi. Your vigilance and proactive oversight will determine the success of government interventions at the grassroots,” she noted.

Babalanda also highlighted the importance of citizen participation: “Delivery of government services alone, without the citizenry playing their roles in production and income generation at the household level, will not achieve the desired socio-economic transformation.”

Speaking on behalf of the participants, Alex Nandejje, the North West Nile Regional Internal Security Officer (RISO), said the workshop was timely and essential.

“I know very well that during the last election, we did good work in this region, but we are already planning for the next one. This retooling will ensure that staff of the Presidency continue to work as a team to strengthen service delivery in our areas of operation,” he said.

He acknowledged the government’s consistent efforts to provide services to local people and urged colleagues to return to their stations and ensure communities feel the impact.

“We thank the Minister for the Presidency and the Permanent Secretary for facilitating this workshop. The training will enable us to go on the ground and perform to expectations. On behalf of all participants, I promise we shall do our best,” Nandejje concluded.
