ARUA. In a vibrant rally on Sunday, June 29, 2025, at her home in Muni, Hon. Zoa Bakoko Bakoru, the former State Minister for Gender, Labour and Social Development, launched a passionate campaign to reclaim her place as the voice of Ayivu East in the upcoming NRM party primaries on July 16, 2025.
With an outpouring of support from her community, Bakoko is answering a resounding call to address the constituency’s long-standing infrastructure challenges and restore hope for a brighter future.
The people of Ayivu East have rallied behind Bakoko, urging her to tackle critical issues plaguing the region: crumbling road networks, inadequate health services, scarce access to clean water, and limited electricity distribution in rural areas.
Supporters, moved by her proven track record, believe she is the leader to deliver transformative change.
“I wasn’t planning to run,” Bakoko shared with the media, her voice resonating with determination. “But the cries of my people moved me. They said, ‘Since you left, things have worsened. We need you back to fix our roads, bring electricity, and ensure clean water flows to every home.’ I’m here to make sure Ayivu East gets its fair share of the national cake.”
Bakoko’s supporters vividly recall the developmental legacy she left over 15 years ago, a foundation they say has been neglected by subsequent leaders.

Joel Ayiko, the Speaker of Ayivu Division Council and Councilor for Eleku Ward, painted a stark picture of the current challenges: “Our health facilities lack resources, Arua city still has no district hospital, and our schools are falling apart. Roads are so bad that children in Manibe struggle to reach schools in Dadamu. We need Hon. Bakoko in the 12th Parliament to fight for us.”
Echoing this sentiment, Okunia Dorcus, a dedicated supporter, expressed frustration with unfulfilled promises from past leaders.
“The roads, like Manibe’s, are terrible. Schools and churches are crumbling. Leaders make promises and vanish. We trust Bakoko to remember us and deliver, especially for women’s empowerment and infrastructure development.”
With electricity substations nearby yet power bypassing Ayivu East to neighboring Terego, and clean water tantalizingly close but poorly distributed, Bakoko’s supporters see her as the solution to these inequities.
“There is hope,” Bakoko declared, her resolve unwavering. “I will ensure our roads are fixed, water reaches every household, and electricity lights up our villages. Ayivu East deserves better, and I’m ready to lead that change.”
As Bakoko prepares to face Hon. Feta Geoffrey and Eng. Tiyo William Odaa in the NRM primaries, her campaign is gaining momentum, fueled by a community eager for progress.
With her legacy of development and a clear vision for the future, Bakoko Zoa Bakoru is poised to restore Ayivu East’s pride and prosperity, one road, one school, and one empowered voice at a time.
