In trouble Monsignor Kasto Adeti, the Vicar General of Arua Catholic Diocese
ARUA. The Vicar General of Arua Catholic Diocese, Monsignor Kasto Adeti is again in trouble for allegedly assaulting one of his Christians.
Pontius Afayo Nuffiason accused Monsignor Adeti of leading a group of people who assaulted him at his Happy Day Nursery school in Ediofe on Friday, March 7, 2025.
The assault case against Monsignor Adeti and others has been registered at Ayivu West police station in Onduparaka as SD REF: 17/07/03/2025.
This is the second time Monsignor Adeti who doubles as the Parish Priest of Ediofe Cathedral Parish is being accused of assault.
In 2020, Rev. Fr. Lazarus Ejoyi, a Priest attached to Arua Catholic Diocese, dragged Monsignor Adeti to court for assaulting him with a club thus breaking his arm and causing several other injuries on his body.
The case was later ruled in favour of Fr. Ejoyi with costs which Monsignor Adeti is yet to pay.
Now Afayo’s case is likely to cause Monsignor Adeti more trouble if police complete its investigations into the matter.
“It was on Friday March 7th 2025 at 9:30am when the Vicar General of Arua Diocese Monsignor/Fr. Kasto Adeti, the Parish Priest of Ediofe Cathedral Parish illegally led the Parish Council members to my residence, school office to kill me,” Afayo stated.

“The surprise appearance of the council members on the school compound that I saw through the window made me come out of the office to clearly see the people in front of the office. When I was seen by the people, Fr. Kasto Adeti said: ‘He is there!’ – the people all turned to me and started to advance angrily to me demanding my phone because I took their photo. I entered my office,” Afayo added.
He noted that in the process, some of the charged council members rushed into his office using both doors which were open.
“One called Anguzu held me tight with hands on my body while Amandua, Adriko and another man whose name I do not know were punching /boxing my head, back, chest, ribs. Others were chanting, kill him. I threw the phone they were forcefully demanding to my secretary. Then one called Adriko rushed to grab the phone from the secretary. God then helped me to escape from more harm. I later reported the matter to the police,” Afayo explained.

When contacted, Anold Arinaitwe, the Ayivu West DPC, simply requested our reporter to go to the station to get the details of the case from the investigating officer.
But in a telephone conversation, Monsignor Adeti denied the allegations of assaulting Afayo.
He instead said: “The Parish Council had gone there to see the extent of the land which Afayo had encroached on, and he decided to take our photo. As a result, some of our members grabbed that phone and they took it to the police. The police called us and we were there with them.”
“I never assaulted him. It was only some members of the Parish Council that went to him and grabbed the phone but they didn’t do anything,” Adeti emphasized.
However, Richard Bundu of Bundu and Co. Advocates, the lawyer representing Afayo has written to the lawyer of Arua Catholic Diocese, M/S Ederu and Gama Advocates and Solicitors, indicating that the land being claimed by the Diocese belongs to his client (Afayo) since time immemorial.

“…. It is rather your client who has been carrying out illegal activities she is complaining of especially cultivating on the suit land, planting mark stones and other similar activities on the suit land to our client’s detriment whenever she notices the absence of our client on the suit land,” the letter dated March 5, 2025 read in part.
So embarrassing but we wait to hear from the investigation
So unbelievable, how can the whole of Vicar General (Parish Priest God’s servant) indulge into such an evil and Satanic act, Nevertheless it’s not the first of it’s kind that the same person advocates for disillusioned actions, my worry is where’s Catholic church heading to, if then these are the acts done by the leaders. He needs to face the Law in regards to the generated cases. Lord Have Mercy on Your People
Arua Catholic Diocese Headquarter where Ediofe Cathedral Parish sits on a 99 years lease to Italian Mission since First January 1920 has nothing to do with people who bought land outside the boundary of the lease. The lease in this situation expired already. The land Lords whose customary land it is that offered the lease could be the right people to solve this problem or court. Workers of an international Organization assaulting citizens of this country over land? Oh, this amounts to the abuse of the constitution of the Republic of Uganda. This kind of move is not expected by this very religion that should have preached love, security, harmony and peace. Are they lost?
“Workers of an International organisation assaulting…”. What is complicating this land issue is mainly ignorance of the laws of Uganda. The Registered Trustees of Arua Diocese, the legal owner of all church lands in Arua Diocese, legally is not an international organisation but as a juridic person, is a citizen of Uganda enjoying all rights and obligations due to the citizens as enshrined in the 1995 constitution of Uganda. One of these rights is that , the trustees has the option to convert its lease title, expired or not, to a freehold title.
Allow me to submit that conflict on the land at Ediofe Cathedral parish is fuelled mainly by ignorance of the laws of Uganda, though many talk about Constitution of Uganda. Why? In 1920 land law applied in Uganda was copied British law and land was leased to Roman catholic Mission, referred to here as Italian Mission with headquarters in Gulu Dioocese. At the erection of Arua Diocese under the Trustees of Arua Diocese, this was done after the Independence of Uganda, under the Constitution of Uganda. From this moment the land at Ediofe no longer belonged to the Italian Roman catholic Mission, but to the new Diocese of Arua under The Trustees Act, laws of Uganda. Under the current constitution of Uganda, a leased land title holder has the option to convert his leased title, expired or not, to a freehold land title. Arua Diocese had already started this process of conversion of title. Even in customary law, nobody will allow that a land that was given to the church and already occupied or in use be taken back. If allowed who will manage the disorder that will erupt all over the country?
This is surely very shameful for the entire Diocesan authority..The last time he assaulted Rev. Fr Lazarus I joyi, court convicted him. It was only when his lawyer, Madeira from Madeira and Company Advocates,pleaded that he is of advanced age , hence his punishment was reduced to mere warning. He was also warned to desist from such actis of causing physical injuries to people, lest court would not tolerate him the second time. It has now clear that court has now been put to test as to whether the errant man of God will be convicted or not. It is unfortunate that, as representative of Christ, he has resorted to causing physical injuries to Christians. The question here is if he finds himself the following Sunday on the alter, what will he say about peace, love and forgiveness. God have mercy on Arua Diocese.
Italians who had a fixed 99 year lease from the Customary land of a particular people at the expiry reverts back to the owners. If for an example any one obtains a fixed period of a lease say 50 years, at the expiry of the period agreed upon the land goes back to the owner from whom it was got from. The Italian who had the lease does not have the mandate to change the land ownership right after an expiry of the lease. The Italian by law does not have right to give As land he was renting to B who has his own. Property owners can always manage their things without any chaos. Land ownership status vary according to the different types and conversion has legal procedures approved to be followed. Conversations are not automatic but require the land owners’ consent first. The constitution of Uganda and the land act of Uganda are very clear on land tenure system administration and management.
I beg your pardon readers. The word “conversations” in the message above is a typing mistake. I meant “Conversion.” of a Leasehold to a Freehold is not automatic without the consent of the owner of the land because Leases have REVERSAL PRINCIPLE.
The main issue here is that I was assaulted by the Agents of a Tenant/a Leaseholder in the neighborhood for no good reason in my residence, school and office by people led by Monsignor Kast Adeti of Arua Catholic Diocese in their plan to kill me over my land and school that they wanted to grab. The team left the boundary of the lease behind and trespassed to my land.
Since these were tenants of a lease, they should have reported any land matter to their landlords to solve that problem if they sighted any. The workers of this tenant: The Italian disregarded the landlords and involved in issues they should have not engaged in.
