Nandala Accuses Government of ‘Deliberate Neglect’ as He Vows Free Electricity for Every Ugandan

ARUA: The Forum for Democratic Change (FDC) presidential candidate Nathan Nandala Mafabi has pledged free electricity connections for all Ugandans if elected president.
Speaking at a press conference in Arua City on Sunday, November 16, 2025, before heading to a rally in Zombo District, Nandala argued that connecting homes to the grid is a government responsibility, not a burden on citizens.
“If I have a building here and want to install power, you expect me to pay about Shs5 million, that is the government’s job. The government should handle connections to people’s homes. Once connected, my only duty is to pay for the power I consume,” he said.
The press conference followed a rally in Arua City on Saturday. Nandala began his West Nile campaign in Adjumani on November 10 and plans to conclude the regional tour with a rally in Pakwach on Sunday evening.
He reiterated that the government must install electricity infrastructure up to citizens’ doorsteps at no cost.
“We propose that the government handles all power infrastructure up to people’s doorways and connects them free of charge. With mass connections, more people will use electricity, drastically reducing costs,” Nandala explained.
He added that widespread electrification would protect the environment by reducing reliance on wood fuel.
“If power is available here, no one will cut trees for firewood. We also have gas resources that should have been developed long ago to prevent tree felling,” he emphasized.
Nandala accused the current government of deliberately neglecting West Nile for 39 years, hindering regional development.

“If this government were serious, the region could have had thermal power long ago. Instead, they marginalised West Nile to force submission to their rule,” he said.
He continued: “That’s why West Nile lagged behind. They are now extending power to South Sudan, why prioritise Sudan? It shows their intent was to keep West Nile under pressure. Had power come earlier, the region would be far ahead today.”
However, he noted that existing power must reach districts like Obongi and all parts of West Nile.
Beyond accessible and affordable electricity, Nandala’s government would focus on economic recovery and putting money in people’s pockets to improve living standards.
Security Interference Allegations
FDC Deputy President for Northern Uganda, Hassan Kaps Fungaroo, criticised attempts by some security officers to disrupt party rallies in West Nile districts.
“This time, Resident District Commissioners (RDCs), District Internal Security Officers (DISOs), and Gombolola Internal Security Officers (GISOs) are the main culprits trying to disorganise us,” he said.
Fungaroo praised the police for improved conduct compared to previous elections.
“The RDCs are neither electoral nor law enforcement officials. The DISOs and GISOs are warned, they will be held accountable individually. Fortunately, police have recognised that RDCs and DISOs sometimes push them to misuse force,” he added.
He thanked West Nile residents for resisting intimidation, particularly in Terego District, where security forces allegedly tried to block an FDC rally in Leju Town Council.
Muzaid Khemis, FDC candidate for Arua Central Division parliamentary seat, thanked residents for their massive turnout at the Arua rally.
“I simply came to say thank you to the people of Arua Central. The struggle continues until January 15, and I believe the winning team will take it all,” Khemis said.
