ARUA: The Government of Uganda, through the Ministry of Works and Transport, has announced that construction of the Arua–Nebbi road will commence in November 2025 following the procurement of a contractor.

The contract has been awarded to China Railway 18, which will undertake the road construction. 

This announcement was made by the State Minister for Investment, Hon. Evelyn Anite, during the Local Government Budget Consultative Workshop for the Financial Year 2026/27, held from September 15 to 16, 2025, in Arua District.

Hon. Anite highlighted the severe impact of the road’s poor condition on local residents, noting that it affects more than just vehicles. 

The deteriorated state of the Arua–Nebbi road has led to frequent vehicle breakdowns, increased transport costs, and extended travel times. 

It also poses significant health risks, particularly for pregnant women who face complications due to the bumpy and uneven journey. Additionally, impassable sections, especially during bad weather, delay emergency services and hinder general mobility.

“I received confirmation from the Minister of Works that China Railway 18 has been contracted to begin work in November to ensure the Arua–Nebbi road is completed,” Hon. Anite stated. 

“This road has been a major economic setback for the West Nile region. With limited manufacturing in West Nile, the region relies heavily on goods from central Uganda. The poor road conditions have delayed traders traveling to Kampala to source merchandise, slowing economic growth. The good news is that the contractor has been procured, and we are committed to fixing this road.”

Over the years, road users and leaders in West Nile have repeatedly raised concerns about the deplorable state of the Arua–Nebbi road.

Mambo Asiraf, the LC5 Chairperson for Koboko District, emphasized that upgrading the road will not only improve traffic flow and durability but also reduce maintenance costs for users, enhance safety, and stimulate economic activity.

“We’ve heard promises about this road for years,” he said. “If this project is completed, it will significantly improve efficiency. The travel time from Koboko to Kampala will be reduced, benefiting the entire region.”

Similarly, Oyulu Oruna James, the District Chairperson for Zombo, described the Arua–Nebbi road as a vital artery in the West Nile region, connecting towns and facilitating trade, transport, and access to social services. 

He also urged the government to prioritize the Nebbi–Goli–Paidha road. “Improving the stretch from Nebbi–Goli to Zombo, Zeu, Warr–Kango, and up to Vurra customs will greatly boost our economy, transport, and services, as it connects us to the border,” he said.

Historically, infrastructure development in the West Nile region has lagged, with roads often becoming nearly impassable, limiting access to health facilities, markets, schools, and other public services. 

The commissioning of the Arua–Nebbi road construction works marks a significant step toward addressing these challenges and fostering development in the region.
