New Mvara LC2 Leadership Vows to Close Gaps in Government Programs

The newly elected Local Council Two leadership of Mvara Ward in Arua City has vowed to close the gaps in the implementation of government programs, particularly the Parish Development Model, amid allegations of money extortion from some beneficiaries to access the funds.
The new leaders said improving accountability, service delivery and community participation will be central to their work as they take over the leadership of the ward.
They made the commitments on Monday during the ward’s LC2 elections held at Golf Grounds, where the members turned up to elect their new executive committee.
Bosco Adia, the new LC2 chairperson-elect, said weaknesses in the implementation of government programs have left some community members frustrated and vulnerable, particularly the young people. “We are going to implement government works, and then we are going to stand for our people and their values. It has been totally poor because of poor leadership.”
He said his leadership will work closely with residents and relevant authorities to ensure government programs reach their intended beneficiaries without unnecessary barriers. “No one cares about what happens, our youth are getting messed up and no one is standing for them. We plan to address such issues seriously. With this new leadership, everything will go accordingly, and people will benefit.” He said.
Adia also identified insecurity as a key issue to be addressed alongside better access to government services and economic opportunities. “We want to strengthen the security of our ward. That’s our true obligation.”
Susan Adiru, the vice LC2 chairperson-elect, congratulated the team upon their victory and expressed confidence that the new leadership would respond to the needs of residents. “I didn’t mind so much without people behind me, few people, but I was rejoicing inwardly. I know with all this, we are going to do very great things for our ward.”
She stressed, “Our ward has been lagging behind even a lot of things. Our former chairperson, he worked well with his capacity.”
She said the leadership will work as a team and remain accessible to the community to deliver on its promises.
“I can say that there are so many issues with PDM. Some people are unlucky; they did not get it. Some first have to pay to get it. Then, when you get it, you don’t get the full amount which is supposed to be One million shillings. So all those issues will be rectified.”
Meanwhile, Nezra Ocokoru, the former Arua Hill Division chairperson and a resident of Mvara, welcomed the new leadership, saying residents expect improvements in service delivery. “I know his testimony alone is going to change the youth of Mvara, coupled to government programs.” She noted,
“When we’ve been serving, Mvara used to lead in so many of the departments here in the then municipality, but to my dismay, up to as I speak now, Mvara in every government program has been rated the least. Why is that so? Because of the leadership gap.”
Ocokoru urged the new leaders to prioritize the needs of the community and ensure residents understand and benefit from government programs meant to improve their livelihoods.
“So I know this has come to an end with a new team. I’m very, very optimistic that they are really, really going to deliver.”
Bosco Adia succeeded Naphtali Taban after securing 41 votes, out of 63 total votes cast in the Mvara ward LC2 election.
