ARUA: A devastating road accident has claimed the life of Hon. Louis Richard Angolia, a former Ugandan ambassador to Egypt and the Middle East.

Angualia, also a prominent political figure in Maracha District died in a head-on collision with Vincent Guma, 33, along Rhino Camp Road in Arua City on the evening of July 29, 2025.

The accident occurred at around 5:00 p.m. at Abi Farm, Ewadri Ward, Ayivu East Division.

The accident involved two red Bajaj Boxer motorcycles, registration numbers UFZ 799R and UEV 408F.

According to SP Collins Asea, the North and West Nile Regional Police Spokesperson, Angualia, aged 52 and a resident of Olevu in Kijomoro Subcounty, Maracha District, was riding motorcycle UFZ 799R from Arua City toward Terego with a passenger while Guma, from Katrini in Terego District, was riding motorcycle number UEV 408F from Terego toward Arua at high speed.

Police investigations indicate that Guma attempted to overtake an unidentified vehicle, possibly to avoid dust, while riding on the right side of the road. 

This maneuver led to a head-on collision with Angualia’s motorcycle, resulting in the instant deaths of both riders.

The passenger on Angualia’s motorcycle sustained serious injuries and was rushed to Arua Regional Referral Hospital, where they are receiving treatment. Their identity has not been disclosed as of press time.

The bodies of Angualia and Guma were taken to Arua Hospital mortuary for postmortem examinations. Both motorcycles have been impounded at CPS Arua Central for further inspection.

SP Asea Collins attributed the accident to reckless riding by the late Guma Vincent.

“Preliminary investigations point to reckless overtaking as the cause of this tragedy,” Asea said. “We urge all road users to observe traffic laws to prevent such incidents.”

He added, “We continue to appeal to motorcyclists and all road users to exercise maximum caution and adhere to road safety rules. Lives are being lost needlessly.”

This fatal crash heightens concerns about motorcycle safety in the region, where reckless riding and improper overtaking remain leading causes of road fatalities.
